Free-Issue Material Handling SOP

1. Purpose

This procedure defines how Blitzpanel receives, identifies, segregates, tracks, and reconciles customer-supplied ("free-issue") material used in the build of control panels and enclosures.

It exists to prevent free-issue material from being mistaken for Blitzpanel-owned stock, to keep it excluded from buyout and cost estimates, and to maintain a clear chain of custody from receipt through consumption or return.

A disciplined free-issue process protects customer property, avoids double-billing for material the customer already paid for, and gives Quality a traceable link between free-issue components and the panels they end up in.

2. Scope

Applies to any material, component, subassembly, or enclosure supplied by the customer (or a customer-designated third party) for use on a Blitzpanel work order.

Covers receiving inspection, identification and labeling, segregated storage, exclusion from buyout and cost estimates, issue to the work order, consumption tracking, and reconciliation/return of excess or non-conforming material.

Does not cover Blitzpanel-purchased buyout components (see Procurement SOP) or general receiving of Blitzpanel-owned purchase orders (see Receiving SOP), except where free-issue shipments arrive through the same dock and must be distinguished on intake.

3. Definitions

Free-issue material — material owned by the customer and supplied to Blitzpanel for incorporation into that customer's order, at no cost to Blitzpanel.

Customer-supplied packing list / BOM — the document accompanying (or referencing) a free-issue shipment that itemizes what was sent, in what quantity, and against which order.

Segregated storage — a physically or visually distinct storage location used only for free-issue material, kept apart from Blitzpanel-owned stock.

Consigned inventory — free-issue material held by Blitzpanel across multiple releases or orders rather than consumed on receipt (a subset of free-issue with longer-term custody obligations).

Excess material — free-issue material remaining after the work order is complete (over-shipment, engineering change, or scrap avoidance).

Non-conforming free-issue — free-issue material that fails receiving inspection, is damaged, is unlisted/unrated for the intended use, or does not match the packing list/BOM.

4. Roles & Responsibilities

5. Materials, Tools & Systems

Free-issue log / tracker recording customer, order/job number, item description, quantity received, date, and location. TODO: name the system of record (ERP module, spreadsheet, or inventory system).

Distinct labels, tags, or color-coded stock markers identifying material as customer property (not Blitzpanel stock). TODO: define the standard free-issue label/tag format.

Designated segregated storage location(s) or cage for free-issue material. TODO: identify physical location(s) by building/area.

Receiving inspection checklist and incoming material inspection records (see Receiving SOP).

Work order / router documentation showing free-issue items called out separately from buyout items on the BOM.

6. Procedure

6.1 Identification during quoting and order entry

Confirm with the customer, in writing, exactly which items will be free-issued, the expected ship/arrival date, and the quantity per unit or per order.

Flag each free-issue line item on the quote and the resulting BOM so it is visibly excluded from buyout pricing and from the cost estimate (see Quoting SOP).

Confirm the customer's responsibility for on-time delivery of free-issue material and the impact of late or incomplete free-issue on the promised ship date.

6.2 Receiving and inspection

On arrival, identify the shipment as free-issue at the dock and route it to the free-issue receiving step rather than standard purchase-order receiving.

Check the shipment against the customer's packing list or the order's free-issue BOM line items; record quantity received, date, carrier, and any visible damage.

Inspect for shortage, damage, wrong part, or missing documentation (certs, datasheets, listing marks); do not release non-conforming material to stock or to production.

Report shortages, damage, or discrepancies to the customer and to the Project Manager promptly. TODO: define the required notification timeframe (e.g., within 24 hours of receipt).

6.3 UL508A suitability check

Verify that free-issue components intended for use in a UL508A-listed panel carry the applicable UL recognition/listing marks and ratings required for the finished panel's listing, since Blitzpanel retains listing responsibility for the completed assembly. TODO: verify exact clause governing use of customer-supplied components in a listed panel.

Confirm free-issue component ratings (voltage, current, SCCR contribution, environmental rating) are consistent with the panel design; route any mismatch to Engineering/Quality for disposition before the item is issued to a work order.

Hold and tag any free-issue item that cannot be verified as suitable; do not install pending Engineering/Quality disposition.

6.4 Labeling, segregation, and logging

Label accepted free-issue material as customer property, including customer name, order/job number, and date received.

Store free-issue material in the designated segregated location, physically separated from Blitzpanel-owned stock, to prevent inadvertent substitution or commingling.

Log the item into the free-issue tracker with quantity, location, and linked order/job number; treat free-issue material as customer-owned, not as a Blitzpanel inventory asset.

6.5 Issue to production and consumption tracking

Release free-issue material to the shop floor only against an authorized work order/kit release, never as general stock.

Record quantity issued and quantity remaining in the free-issue tracker at each release; do not substitute Blitzpanel-owned stock for a free-issue shortfall without customer and Project Manager authorization.

Record scrap or rework consumption of free-issue material separately from planned consumption, with reason code and the individual reporting it.

6.6 Reconciliation and return of excess

At job completion (or at defined intervals for consigned inventory), reconcile quantity received against quantity consumed, scrapped, and remaining on hand. TODO: define reconciliation frequency for consigned/long-running free-issue.

Investigate and document any variance between received, consumed, and remaining quantities before closing the job.

Coordinate with the customer on disposition of excess material: return, hold for a future order, or authorized scrap; obtain the customer's written sign-off before scrapping any free-issue excess.

Update the free-issue tracker to reflect final disposition and close out the record once the customer confirms receipt of returned material or approves final disposition.

7. Records & Documentation

Free-issue receiving record: customer, order/job number, item description, quantity received, date, inspection result, and any damage/shortage report.

Free-issue tracker history: issues to production, consumption, scrap, and remaining balance by order/job.

UL508A suitability/disposition record for any free-issue component flagged for Engineering/Quality review.

Reconciliation record and customer sign-off for return, hold, or scrap disposition of excess material.

Retention period for free-issue records. TODO: set retention policy (align with quality record retention).
